If this is your league starter, it's going to be a little awkward due to requiring Library quest before you get access to most spell gems/supports. Also, you need to save all your low Poe currency (transmutes/alterations/chances/ALCS) to buy the Gems from the vendor once you've completed the quest.

Hello everyone, This build is POE 3.10 Saboteur Icicle Mine popular build. While reading you can see that this build can be both Budget and Expensive. In POE 3.10, This build works by abusing Paradoxica "Attacks with this weapon deal double damage". This means we stack as much flat damage as possible on gear, gems, and in the tree. Bonus points for using The Savior for those sweet sweet illusion boyz. Molten Strike has been a THICC JUGG slow and tanky skill.

In POE 3.10, This can be a 3.10 Lightning Stacking Scourge Arrow & Rain of Arrows build. I will keep the build updated with eventual changes and will be available to clarify any doubts. After the huge nerf to Scourge Arrow in 3.10, making the skill deal around 30% less base damage, I wanted to try and bring Scourge Arrow back to success like in the good old days. And so I started to build a bow based lightning damage stacking Slayer, using Scourge Arrow for the single target and Rain of Arrows for the clear.

Post-MS nerf, I decided to go super tanky and check how to dps is. The dps is excellent. For Weapons Well rolled Nebulously. Good synergy with JUGG make sure your fire res is capped when using these. The degen hurts.
Poe Frenzy is an attack that grants frenzy charges on hit and also gets massive bonuses from them. Frenzy is not the only skill that allows frenzy charges, but it is an excellent way to build them quickly. Originally Eznpc Builder started with Carrion Golems, and the build was high, not going to lie. The only issue was it was still a bit laggy sometimes. So Spectres sounded like my best bet, and Slave Drivers are super easy on performance as they have just one pure middle-range skill.
Blink Arrow is an attack that fires an arrow, upon reaching the destination teleported there, and a clone summoned at your previous location. THAT IS NOT A BUDGET BUILD! However, you can easily make this better than the Resolute Technique build without having to spend much more. this build work is to alt spam for just the double damage mod and imprint -> regal -> annul until left with only the double Damage on rare base.
In terms of 3.9 Conquerors of the Altas, Scourge Arrow's base weapon damage has been lowered, but the skill now deals added Chaos Damage that grows as the gem levels. The skill was often used with builds adding elemental damage, so this change is intended to give it a greater reward to Chaos damage based builds while also improving its usability while leveling. This guide is a work in progress and you should expect things to be tweaked in the coming day, especially once I have a chance to play around with Inspiration in practice to determine if it is really worth slotting in our main gem links.
In POE 3.9, The number of Blast Rain explosions is now affected by the number of projectiles the skill fires. For quiver, there are three options: signal fire, Asphyxia, or good roll spike point quiver. While signal fire gives us more DPS in most cases against high fire-resistant mobs, Asphyxia is a better choice. Spike point, on the other hand, delivers much-needed hp at a price of slightly less damage.
In POE 3.9, Ice Shot is having its chilled ground removed, as changes to calculations of Chill and Shock will make it much easier to apply Chill to a target equivalent to the slow that was previously granted by Chilled Ground.
Path of Exile Shrapnel Shot now comes with two additional projectiles, giving a close-range focus to the Skill. It also has added lightning damage that grows as the gem levels. Be very careful with rare enemies with reflective aura, the damage done is extreme and you can die, Eznpc Builder died one time. Do not use the cone damage to kill, just the arrow.
Since you start as a witch, you can level with any spell that you like, We would recommend leveling with any new game fire spell gem until you can use Detonate dead and volatile dead if you are lucky to get a poet's pen you will hit maps pretty soon. We would not recommend switching to Explosive arrow until you have at least a 5l quill rain and proliferation from ascendancy.
Before you ask for help with your characters, please consult the Starter, and Endgame PoBs for the guide. So far, most of the characters we have seen from people needing help are not following my suggested tree closely enough and dropping too many defenses or life for more damage.
This build stacks a shit ton of Strength! We utilize 3 unique items that give us crazy bonuses for each point of Strength: So from Geofri's Sanctuary, we get a crazy amount of flat Energy Shield, from Shaper's Touch gloves we get huge %Energy Shield increase and lastly from Doon Cuebiyari we get over 300% Increase Damage boost. We use Blade Vortex as it is a very strong skill that scales with our % Damage Increase and Chieftain Ascendancy nodes. I've also tried Armageddon Brand and it was fun but for me personally was lacking single target damage. Vaal Righteous Fire is used to get some extra damage when finishing bosses.
In POE 3.8 Blight league, Chieftain will have higher top-end damage, which tbh doesn't really matter much in this age of billions of dps. However, if you're looking for a build that exploits the TC - Valako interaction, this is the place to be. This build is a good choice for fire-based attack builds tectonic slam in particular because of the node Valako, Storm's embrace. It gives up to 15% more damage based on endurance charge consumption. TC consumes endurance charges.
