This build is Vortex Occultist League Starter in POE 3.11. In POE3.10, Vortex has no major buffs and no major nerfs. So in POE 3.11, There are changes to crafting methods that I will be exploring - Shaper belts cant roll ES anymore, but the "increased ES from body armour" mod has moved to a prefix, which is MASSIVE for fixing resists or attributes. I will be updating the PoB as much as I'm able before the league launch. There shouldn't be too many sweeping changes, and older PoBs and build setups will still be fantastic.

Build Description
INTRO:
This build is Vortex Occultist League Starter in POE 3.11. In POE3.10, Vortex has no major buffs and no major nerfs. So in POE 3.11, There are changes to crafting methods that I will be exploring - Shaper belts cant roll ES anymore, but the "increased ES from body armour" mod has moved to a prefix, which is MASSIVE for fixing resists or attributes. Many builds are plenty of good vortex occultist build guides, but you can't find any that specifically describe the low-life high block version, which is the most powerful, though certainly not budget-friendly. The build is capable of outputting significantly more dps than CI/life versions, but at the same time it is extremely tanky and durable thanks to high ES pool (12-14k), capped block, the super-fast start of energy shield recharge(100% faster start means 1 second to start recharge, not interrupted for 4 seconds due to wicked ward), and 5%ES recovery on the block.

PANTHEON:
Major God: Soul of Lunaris. Basically just helps with avoiding some projectile damage
Minor God: Soul of Abberath. Since the builds defensive design requires you to not take damage for about 1 second to start your energy shield recharge, this allows you to be immune to burning ground effects.
