Build Summary
In Poe 3.9, Poe Discharge No longer has a target limit (previously limited to 30 targets). This build uses Kingsguard for heavy 'life leech,' but this means that we need to gain power charges from something other than Volls reliably. To do this, Eznpc Builder uses double with '#% chance to gain a Power Charge on Critical Strike,' along with a lvl 20 Power Charge on Crit support.

Build Description
In Poe 3.9, Poe Discharge No longer has a target limit (previously limited to 30 targets). This build uses Kingsguard for heavy 'life leech,' but this means that we need to gain power charges from something other than Volls reliably. To do this, Eznpc Builder use double with '#% chance to gain a Power Charge on Critical Strike,' along with a lvl 20 Power Charge on Crit support. This is enough to gain power charges reliably. The color of the discharge is based on the maximum type of charge discharged. (Red = End, Blue = Power, Green = White). Idk what happens in case of a tie, Eznpc Builder guessing they a random one among the tied colors. But they do not mix colors for ties from a single discharge proc, because you'll never see mixed colors when shield charging through packs (one proc, one color). Purple discharges only happen when both proc.
Pros:
+ Costs around 50 x Chaos Orbs to start
+ Nice single target dps and clearing
+ Legion encounters are very manageable and funny
Cons:
- Making the build tanky it's a little bit expensive
- DOTs are the biggest bane of the build
