Hello, This build with the additional repeat of Pledge of Hands your Ice Nova will cover more area per cast, but if you use Taryn's Shiver you can potentially drop Frostbolt altogether while mapping and since your damage will not scale anymore with subsequent repeats you will be less dependant on correct positioning to reach max dps. For the start of 3.10, I've decided to use something with the Ice Nova + Frostbolt combo because I had fun with it in Delirium. Since I basically skipped 3.9 I searched some guides to find out how the Ice Nova meta evolved and Hierophant seemed the to-go ascendancy for it, so I started as a Templar, following Arcinde's Hierophant Guide.
This Poe 3.10 delirium Build using Cyclone to trigger ice nova. Cospri's Malice is mandatory for this build but somewhat expensive We using two of them. Also, We are using Glorious Vanity Timeless Jewell to get an extra energy shield.
Poe Vortex is an instant cast, cooldown based aoe spell that causes an initial small hit and then a cold DoT for its duration. Eznpc Builder are trying to get everything out of this DoT to pretty much melt the maps. We're supporting the skill with Cold Snap, which generates us Frenzy Charges, Frost Bomb, which drops enemies cold resistance and orb of storms/ball lightning/storm brand, which helps us proc our Elemental Overload. Being an occultist causes cursed enemies to pop in satisfying purple clouds and help us clear.
This Builds with a Shattering / Lancing Steel character into the league. This build is based on Shattering / Lancing Steel as a primary skill. Eznpc Builder uses Champion to increase the Damage of enemies taken as much as possible and use the Herald of Purity to support our Damage. With the natural tackiness of Champion, this build should be stable!
In Poe 3.9, Lancing Steel has a base attack time multiplier of 85% (from 80%). deals 135% of base damage at gem level 1 (from 130%), up to 180% at gem level 20 (from 175%). Grants 1% increased Impale Effect per 1% gem quality (from 1% chance to Impale per 2% gem quality). This Builds with the new passive tree reworks for the champ; you can get even greater damage.
This is my casual take on Icicle Mines not following any guides and just using the knowledge gathered in few leagues. Thus as a disclaimer, this guide would not be for everyone but more of an inspiration as to what could work. As 3.8 came out with new mines, Icicle mines seemed like a good AOE clear option due to the crit chance build up and in all honesty the sweet sweet sound of enemies shattering into million tiny pieces. As far as the build goes currently, it deals with any pack easily and effortlessly.
In POE 3.8, This is a version of my Whispering Ice build for the Cyclone era. The main idea is to be super tanky and faceroll everything in your way without having to dodge almost anything. No boss is too hard, most are too easy. All maps with most any mods are a joke. I've been using this build to do 40/40 challenges on my own merit in many leagues, this is my go-to build to get things done. This build is based on The Whispering Ice unique staff.
The build utilizes Chaos Inoculation which tends to make you 100% immune to all sources of chaos damage which includes poison. Nonetheless, you'll have 1 HP and thus need to cover yourself with Power Shield alone. This is not suggested for early levels and this guide will cover the transition and workarounds to have yourself to CI. This is my take on a Cold DoT Occultist. This character uses Vortex as its main damage source with a Frostbolt delivery system. You'll also be using Cold Snap, but I rarely use it, mostly just Vaal Cold Snap for the burst. The build is safe, does great damage and scales well throughout the entire game. So it's a great league starter and perfect for SSF especially.

This is my Freezing Pulse Totem Guide for the Hierophant. Two changes in 3.7 made me explore Freezing Pulse again for Spell Totem: the fix for Freezing Pulse getting blocked by doorways and other simple environmental objects, and the addition of the "Sanctum of Thought" passive skill tree notable which allows for us to easily get 100% reduced effect of Curses on ourselves.
On a budget, a Life or CI build will usually be stronger than Low-Life. However, Low Life is the most powerful way to make this build if you have access to the gear, and it also makes getting Magic Find more straightforward with Wondertrap for a free 100% rarity.
This Build is the first successful 0 dead Pass T18, Vaal Cold Snap is one of the best Starter Builds in the various Gems attack and defense balance, is an excellent choice for Boss killer build, this Build can easily single out this game most Boss. When the double-holding bursts, the DPS is more than 5 million, but there are still nearly 10,000 ES.
