This Build you can transition to regular one later, the core is mostly the same anyway, except instead of w/e shield We using you would use Manastorm for flat lightning, wrath instead of skitters and arcane cloak instead of IC.
In POE 3.10, This can be a 3.10 Lightning Stacking Scourge Arrow & Rain of Arrows build. I will keep the build updated with eventual changes and will be available to clarify any doubts. After the huge nerf to Scourge Arrow in 3.10, making the skill deal around 30% less base damage, I wanted to try and bring Scourge Arrow back to success like in the good old days. And so I started to build a bow based lightning damage stacking Slayer, using Scourge Arrow for the single target and Rain of Arrows for the clear.
In Poe 3.9, I've returned and after testing the build as my league starter, overhauled the guide significantly. This build takes advantage of many different damage bonuses that combine together to create solid damage output without needing crit or damage conversion.

For defense, we focus on a highly effective life pool with a lot of regeneration/leech, along with MoM. Our ascendancy adds clear speed through both movement and damage, along with significant defenses including nearly permanent immunity to all status ailments.
This build is creating off-meta builds capable of reaching the endgame. In Poe 3.8 Blight league Update: Huge Ignite buffs! Elementalist also got some love with some numerical buffs and QoL improvements. This should be the best iteration of the build so far, damage and smoothness wise. The build also dodged the Mana sustain nerfs.
Immortal Contact No longer makes you immune to physical harm for any duration. Base duration is now 1 second at all gem levels. Now has an instant cast time. Now causes you to take 25% less elemental harm and 25% much less physical harm at gem level 1, with all the values developing according to the gem level, as much as 34% less elemental damage and 35% less physical damage at gem level 20.
In POE 3.8, Most of the time you run around throwing Kinetic Blasts and it does the job. For super tough bosses you will be using a 6L Barrage in a separate chest to effectively wipe them out in seconds. Kinetic Blast has been nerfed twice. The goal of the build was to create a tanky, high dps character capable to do ALL content, and not just silly currency farming. The basic goal was to achieve at least 1 million shaper dps on KB, but eventually, I surpassed it and now sitting on 2 million KB dps as well as almost 5 million for Barrage.

This build is the guide on Scourge Arrow Ignite Elementalist. This is a build for an Elementalist, Lightning Tendrils Cast While Channeling Arc for the clear, that can apply 50% shock to every monster in the game, even endgame bosses. The mechanics will be developed later in this guide.
In Path of Exile Blight league, I wanted to share my new creations with you. This build is Charged Dash Ascendant in the new session. I kind of fell in love with LA during my Kinetic Blast leveling process and decided I am gonna min-max it and push through Uber Elder and all content to see where "borders" are. This build does not struggle anywhere and just breezes through all content including Uber Elder and such.

In Poe 3.7, Headsman grants 10% more damage if you've killed recently (from 20%). To Start this Build, you need to get Deaths Harp and later use Voltaxic Rift before you get enough currency for a Windripper. Also, use Thiefs Torment for the budget.
This is a build for Elementalist, using Scourge Arrow to deliver high Ignite values through a combination of unique items and rely on the Ignite proliferation from the Ascendancy to clear screens of monsters. The main goal for this build was to remove map as fast and as smoothly as possible with Scourge Arrow, can say that it's a success.
This League, although it is not mainstream, because I like it, I am going to change it. This is the fun of POE. Although the cost is really expensive. Because of obsessive-compulsive disorder, the skill requires 21 or 4 auxiliary gemstones. Wisdom is not enough, so choose the 20/23 lightning, when you run the map, there will be an electrician to kill the warrior endurance ball to increase survival, with the increase rate trigger probability of up to 52%.
This build is just for fun, not a serious build, I've been wanting to make a Tempest Shield build where TS was a main source of damage (and not use it to trigger Orb of Storms) and this is the result. I understand many of the items I have on the PoB are worth multiple exalted orbs, feel free to submit cheaper variations on this build if you care that much.
